This is nonsense. There is plenty of precedent for packages loading the modules they need, when they can't reasonably be auto-loaded. Obviously you are not allowed to modify /etc/modules, but you can provide an init script that loads ecryptfs. (It might be better if we had an /etc/modules.d and packages could drop files in there.)
