There is 3.2.04-4 in unstable. Could you try with that?

did you install _only_ your new libgpib-bin or did you also install the
the new library and/or the modules?

Interesting. I have no idea about this but here are some corners I'd
like you to take a look at:

1. run gpib_config under strace (and/or under gdb) and find out what the
differences are. 

2. try the 3.2.04-4 from above. That has been compiled with gcc 4.0
which you probably used for your version and which probably has been
used for the kernel.
