I don't know how to respond to this bug; however, the problems that you mentioned are because of the Docbook -> HTML style sheet that is being used. (I submit my documents in DocBook, not HTML.) This is also the source of the validation error.
This ACPI HOWTO has been (or should have been) removed from general distribution. It is no longer up-to date and I have not been able to find someone with (1) time and (2) hardware to take over the maintenance and testing of this HOWTO.
