Bug#639933: transmission: Transmission loads since many hours. But now it shows impossible high up-/download (about 8, 5 MB/s / 40MB/s) for all torrents even though they are throttled to 3 kB/s up and my max down/up is 800 kB/100 kB (monitoring shows about 300 kBit/s upload)

I stopped all torrents and started them again - problem exists.

Kiling transmission and starting again leads to normal function of the
informations about up-/download and they are also throttled to the designated 3
kB.
