You mean warn before sending that the account preferences indicate some privacy option (encryption or singning or both) but currently there's no module for doing it so the user has a chance to quit sending? Anyway this would be a bit annoying for users which just unload the plugin to disable privacy options (which is way easier than changing every account's configuration).
