Here's some more information. Replacing mewstunnel with the following script makes it work (as a temporary fudge).
#!/bin/bash "`which stunnel3`" "$@" stunnel3 is actually a wrapper for stunnel4 so the mew-ssl-setup function in mew-ssl.el would set mew-ssl-ver to 4 if it worked, even if it was testing stunnel3.
