This is wrong: the main functionality is available even without libgd-gd2-perl installed. There are many use cases that do not need libgd-gd2-perl at all, for example libsql-translator-perl is recommended by libclass-dbix-perl and a dependency of libdbicx-testdatabase-perl. In addition the package already recommends libgd-gd2-perl (or a variant), so it is already there by default when you install libsql-translator-perl.
