Hurricane Katrina had barreled into the Gulf of Mexico, and Mayfield's latest
forecast had it smashing into New Orleans as a Category 4 or 5 storm Monday
morning. Maestri already had 10,000 body bags in his parish, in case he ever
got a call like this."If that comes back with normal levels or just a little
bit elevated levels as far as health risks, we will definitely accelerate and
make sure that not only the French Quarter, but Algiers and some of uptown and
our airport comes back on line so we can get the city going quickly."Many
relatives looked to the clear, bright morning sky as they spoke to the brothers
and sisters they lost. Several held up photos of their loved ones."I always
knew that once we got the pumps up, some of our significant pumps going, that
we could accelerate the draining process," he said. "The big one is pumping
station six, which is our most powerful pump, and I am understanding that
that's just about ready to go."Many relatives looked to the clear, bright
morning sky as they spoke to the brothers and sisters they lost. Several held
up photos of their loved ones. But it was an infuriating time of challenge when
government seemed unable to meet its basic compact with its citizens. After the
Sept. 11, 2001, terrorist attacks, an entirely new Department of Homeland
Security had been created, charged with doing better the next time, whether the
crisis was another terrorist attack or not. Its new plan for safeguarding the
nation, unveiled just this year, clearly spelled out the need to take charge in
assisting state and local governments sure to be "overwhelmed" by a cataclysmic
event.“If it was a Category Four barreling down here, I would get out if I had
a chance,” Lee said. “The structures just can’t take that kind of wind. We’re
cautiously watching (Ophelia). We’re not giving up until it’s north of
us.”Mayor Michael Bloomberg opened with words of condolence for those
devastated by Katrina and the terrorist bombings in the London Underground. In
addition, the effort to recover bodies was improving so the people could be
documented, families notified and the bodies transported."Clearly the FEMA
response has been slow," Matthew Avara, mayor of Pascagoula, Mississippi, told
CNN Saturday night. The number, Honore said, "came out at a very emotional time,
with not a lot of facts, and I think from talking to the city officials and the
communicating with the parish presidents, I think intuitively we were saying,
that number will be much lower."Those observances came as the co-chairmen of
the 9/11 commission told CNN that the government's response to Katrina showed
little was learned from 9/11 about how to handle disasters. As the names were
read, weeping mourners filed down a ramp to a reflecting memorial pool at the
floor of the site, which remains virtually empty four years after the attack
killed 2,749 people and tore a hole in the New York skyline. Families filled
the water with red, orange and yellow roses, some shaking as they inscribed
dedications on the wooden edge of the pool.Story continues below ?The epicenter
of the quake, which struck at 0735 GMT, was off the east coast of New Britain,
about 81 miles east-southeast of Rabaul, the Hong Kong Observatory said.Mayor
Michael Bloomberg opened with words of condolence for those devastated by
Katrina and the terrorist bombings in the London Underground.Few fishermen came
to the pier Sunday as 6- to 8-foot swells rolled ashore early in the day with
wind gusting to 25 mph, Jenkins said. The swells seemed slightly weaker by
midday but the owners of hundreds of pleasure and commercial boats docked in
Atlantic Beach and nearby central coast towns had started securing their
craft. The Federal Emergency Management Agency has been criticized for what
state and local officials have said was a slow response to Katrina. The storm
was more than 200 miles from land with sustained wind of 80 mph, but it was
piling up heavy surf that challenged surfers and pounded the beaches. A
hurricane watch remained in effect from just north of Edisto Beach, S.C., to
North Carolina’s Cape Lookout, a stretch of more than 250 miles. The Army Corps
of Engineers Saturday revised its timetable for draining the flood waters from
New Orleans, saying the draining should be completed in October, far sooner
than previous estimates.
