The ceremony came as Hurricane Katrina left Americans once again struggling
with a catastrophe that caught the nation unprepared and left citizens dead and
grieving."Right now, we want to make sure that we're taking care of the people
that are alive, and that we are treating them with dignity and respect."When
asked if the assistance his forces are providing -- bottles of water and food
for people who won't leave -- is in opposition to what the city and state want,
Honore said local officials are also giving out supplies.Honore said his troops
will continue to assist New Orleans residents who refuse to leave their homes
despite a mandatory evacuation order. But it was an infuriating time of
challenge when government seemed unable to meet its basic compact with its
citizens. After the Sept. 11, 2001, terrorist attacks, an entirely new
Department of Homeland Security had been created, charged with doing better the
next time, whether the crisis was another terrorist attack or not. Its new plan
for safeguarding the nation, unveiled just this year, clearly spelled out the
need to take charge in assisting state and local governments sure to be
"overwhelmed" by a cataclysmic event.Story continues below ?Ophelia is the
seventh hurricane in this year’s busy Atlantic hurricane season, which began
June 1 and ends Nov. 30. Peak storm activity typically occurs from the end of
August through mid-September.Allen replaced Brown after a storm of criticism
over the federal response to the storm. (Full story)In addition, the effort to
recover bodies was improving so the people could be documented, families
notified and the bodies transported.Other memorials planned Sunday included a
Port Authority of New York and New Jersey service for the 84 employees it lost
on September 11. Firefighters planned to roll out their trucks and other
equipment in front of their firehouses.Allen declined to describe specifics of
the plan to reporters, but said, "I think we know how to move forward from
here." "I think it's going to be a lower number, much lower than the 10,000,"
said Honore. "A heck of a lot lower than that."As the names were read, weeping
mourners filed down a ramp to a reflecting memorial pool at the floor of the
site, which remains virtually empty four years after the attack killed 2,749
people and tore a hole in the New York skyline. Families filled the water with
red, orange and yellow roses, some shaking as they inscribed dedications on the
wooden edge of the pool. Many relatives looked to the clear, bright morning sky
as they spoke to the brothers and sisters they lost. Several held up photos of
their loved ones.Federal Emergency Management Agency chief Michael Brown, who
had been leading the relief effort, was recalled to Washington on Thursday
night by Homeland Security Secretary Michael Chertoff. Story continues below
?He emphasized that officials still do not know how many people died in the
storm and flooding that ravaged New Orleans. As of Sunday morning, the official
death toll in Louisiana was 154. Officials in five states put the overall total
of dead at 383 The number, Honore said, "came out at a very emotional time,
with not a lot of facts, and I think from talking to the city officials and the
communicating with the parish presidents, I think intuitively we were saying,
that number will be much lower.""There are a lot of people trying to help these
parishes. You've got FEMA coming in, you've got the National Guard coming in,
and Department of Defense people on the ground here with tremendous
capabilities," Allen said.“They are saying they don’t want anyone to even touch
the water,” Kathy Carroll, 37, of Wilmington, said after abandoning an attempt
to body surf in the waves. “Now I know how a flounder feels. I was getting
tossed all over the place.”Hurricane Katrina had barreled into the Gulf of
Mexico, and Mayfield's latest forecast had it smashing into New Orleans as a
Category 4 or 5 storm Monday morning. Maestri already had 10,000 body bags in
his parish, in case he ever got a call like this. Two light beams inspired by
the twin towers were to shoot skyward Sunday night in an echo of the towers'
silhouette. The "Tribute in Light" will fade away at dawn on Monday."Mom and
Dad ache for you every minute," Linda Giammona-Julian said to her brother,
Vincent Giammona, one of 343 firefighters killed. "We love you and we miss you;
til we meet again."Story continues below ?A front approaching from the west
could push the storm away from the coast but the likelihood of that was
uncertain, he said.On Saturday, Bush told a radio audience that Americans will
come together and make the region "more vibrant than ever." (Full story)One
goal, he said, was to better coordinate moving people to temporary shelters
once they are evacuated and their immediate needs met.
