xfce4-xfapplet-plugin is a bit special since it's not an applet for the gnome panel but a plugin for the xfce4 panel which will host gnome panel applets. Unless we want to keep a way to host GNOME2 applets, I guess that mean we should remove xfapplet-plugin. I'm not sure how much people use it, but there's no trace of a GNOME3 migration upstream.
