It's enabled by default in Ubuntu, and will be default in Debian at some
point. The reasons for this are described in the page I have linked to,
http://wiki.debian.org/ToolChain/DSOLinking . tl;dr version: this helps
drop unnecessary dependencies of executables on libraries.
