The Debian ICU packaging doesn't seem to include an upstream changelog, so I haven't been able to check quickly if it's fixed. The Chromium packaging is temporarily using the bundled copy of ICU to get a security fix, so the version last uploaded is known not to have the bug. When I get a moment, I'll try building locally against system ICU and see if it happens again (or if someone else tests version 12 from snapshot.debian.org before then, that would be useful).
