Package: libsepol1
Severity: important

sysvinit, whose priority is required, pre-depends on libsepol1, whose
priority is optional.  According to chapter 2 of the Debian Policy
Manual:

 Packages must not depend on packages with lower priority values
 (excluding build-time dependencies).

This also breaks debootstrap, since it doesn't expect this requirement
to be violated.
