I have a system that is tracking unstable.  I just ran the "reboot" command
and saw the following in the syslog.  It will not reboot.

Aug 10 13:50:22 HOST systemd-initctl[20212]: Received environment initctl 
request. This is not implemented in systemd.
Aug 10 13:50:22 HOST systemd-initctl[20212]: Failed to start unit: Connection 
is closed
