$ PGSSLMODE=require psql -h skinner.debconf.org -U USERNAME pentabarf
psql: could not connect to server: Connection refused
        Is the server running on host "skinner.debconf.org" and accepting
        TCP/IP connections on port 5433?

It took me a while to realise that port 5433 was the wrong port, and
psql should use port 5432 whether or not SSL is enabled.

At some point in the past the local system had two versions of the
server, and I assigned the default cluster for PostgreSQL 8.4 to use
port 5433.  But this shouldn't have any effect when I'm telling psql
to connect to a remote server.
