OK, this is deliberate. I wasn't aware valid repository URLs 
could/should include /../, so they are rejected as a security check.

Why are you using that rather than 
http://ftp.uk.debian.org/debian/project/experimental/Release ?

I think that has been fixed. There is rc10 available on my webserver. 
Perhaps you could try it:

 http://www.hindley.org.uk/~mark/debian/apt-cacher_1.7.0rc10_all.deb
