(I'm not sure this is the proper route to report this issue since it might actually be a RFP. Hence Cc: pkg-haskell-maintainers.) Pandoc 1.8 added support for citations using citeproc-hs which, in turns, relies on hs-bibutils [1] to deal with Bibtex bibliographic database. Unfortunately, the latter does not appear to be available in Debian so that pandoc/citeproc cannot handle bibtex database at the moment.
