unfortunetly 0.34 uploaded to Debian still do not have nacassary files. Please take look at http://openopt.org/Install You will see in fact that FuncDesigner et all, are separate python packages, and should be probably be packaged into separate python-* binaries. (as FuncDesigner can be used without openopt, and vice versa).
