The existing base-files Breaks on initscripts (<< 2.88dsf-13.3)
and the initscripts Breaks on selinux-policy-default (<= 2:0.2.20100524-9)
will prevent base-files from breaking selinux, so it's
actually safe to allow migration right now.  Consequently, closing
this bug to allow migration to proceed.
