It's unstable we are talking about. If the uploaded package has
dependencies on packages in experimental due to the uploader's
environment (which includes using aptitude's b-d resolver), then we can
always schedule binNMUs to fix it.
If it's a more general problem, we could either make sure the
dependencies also migrate to unstable or fix the broken package in
another way.
