You should, indeed, even if the translation isn't complete. If you integrated what was sent in the bug report, then close the bug. The German team will notice that, notice that there is still some work to do...and one of them will send you an update. Without going into deep details, this is more efficient because of the use of "trackig robots" by l10n teams.
