One more note on this: I think it would be better for libc6 to Break
perl and not perl-modules. Otherwise we'd need to raise the version of
perl that perl-modules depends on at least temporarily.

 Package: perl
 Depends: perl-base (= ${binary:Version}), perl-modules (>= ${source:Version}), 
${shlibs:Depends}

 Package: perl-modules
 Depends: perl (>= ${Upstream-Version}-1)

(In both cases we rely on the newer perl pulling in the newer perl-base
 with a fixed $Config{libpth}.)
