Well, this is not fixable in the 3.2 branch as its configure script doesn't check for openmp at all. I'll leave the bug open so I remember activating it when switching to 3.4. And I still don't understand why it's necessary to switch it on in Octave when Octave itself doesn't use it - but I'll cross that bridge when I come to it.
