Looks for me like an error coming from doxygen, which in debian is in
version 1.7.4[-2] (in unstable) which seems to auto-create the output
directory if it doesn't exist.
Doxygen is generated for a long time so i doubt this auto-creation
is a new addition in recent times - and a quick look at the debian-diff
doesn't suggest that a patch was applied. Which version do you use?
