Someone will need to step up and do the necessary work. As you haven't
received an answer so far about it, I'd say that no one of the current
members in the group is interested in the Perl bindings - I know that
I'm definitely not interested. 

You might want to check with the Perl packagers in Debian. There are
a lot of CPAN packages in Debian, maybe they are interested in
maintaining the package.
