Sorry about the long delay testing this but I don't get out much, in terms of 
using public wifi networks. I can now confirm that, as you say, the tooltip bug 
does not affect the connection. 

However, if the last used network was my home WPA-secured network, wicd fails 
to connect to an unsecured public network (I tried two) at the "getting IP" 
stage. Restarting wicd does not fix the problem, but a reboot does (I didn't 
have time to try restarting various other services which could be involved). 

After connecting to a public network, I can connect to my home network without 
a reboot.
 
I would like advice about how to proceed.
