Hi,

with the migration to version 4.x in stable, the packages for ISC's DHCP
implementation have been renamed from dhcp3-* to isc-dhcp-*.

Please consider updating the Suggests: line in ifupdown's debian/control
accordingly, i.e. to
  Suggests: iproute, isc-dhcp-client | dhcp-client, ppp
