gnome-volume-manager is started by debian's default gnome session.. That's
the best we can do imho. If you either have an custom gnome-session or are not
using gnome, then it indeed won't be started by default.

If you don't use gnome and don't use a session manager, then you'll have to put
it in your session by hand.. Suggestions to improve this situation are ofcourse
appreciated.
