Creating new databases is described in the "vnstat" manpage in the EXAMPLES
section:

       vnstat -u -i eth0
              Force a database update for interface eth0 or create the
              database if it doesn't exist. This is usually the first
              command used after a fresh install.

However, it's a valid point that this information is probably too deep in
that page and that the man pages currently lack some sort of basic usage
instructions right at the beginning.

The daemon in version 1.10 doesn't create databases automatically. It will
instead exit if the user hasn't created any databases for it to track.
Creating new databases automatically is a good idea and that's now been
implemented in version 1.11. If the daemon now sees that there aren't any
databases available, it will query a list of available interfaces and
create a database for each interface excluding "lo".
