Steve has told you about the need for the working copy to be part of the checkout you operate on already. (Funnily enough, when descending, when no explicit (-d global option) repo is set, it can access multiple repos during one operation, though.) As for $CVSROOT, it's used as a last resort, so if you're outside and it's set to the correct repo, it will of course work. HOWEVER, I am of the opinion that the presence of the environment variable CVSROOT is a grave mistake. The mechanism to either use info from ./CVS/Root or a -d global option is enough, and too many people think they can override that by just setting the environment variable (I do user support in #cvs on IRC, ask me…).
