I've just installed the pootle package and can't figure out how to
create an admin user.

README.Debian says that /etc/pootle/users.prefs should be edited, though
it doesn't say what actaully has to be written there, or how the user
specifications in this file interact with user entries stored in the
site database.

I created a user 'sam', added the following and restarted the server,
but I'm still not an admin:

sam:
 rights.siteadmin = True

In addition, README.Debian says that djagno-admin may be used, but for
any subcommand that involves database access fails, even though the database is
specified in localsettings.py.
