Package: netselect

I read in the changelog for netselect 0.3.ds1-17:
    - netselect-apt: Add a Recommends on dpkg-dev since we use
      dpkg-architecture

As recommends are installed by default this means an explosion of
installed size!

see:

$ aptitude show netselect | grep Size

compared to:

I think this is wrong.
At most a suggest is in place if at all. Please reconsider this change.
