Alright, after asking on #strongswan irc channel, it seems that these libraries are not stable, so I guess here a .symbols file is useless here. So the packages should depends on the same exact version of libstrongswan, the same must be done for the plugins. As these library are not supposed to be used by other package I think that merging the libstrongswan pkg into the strongswan-starter and add strong versioning against this package could be a good idea.
