No, in that case, this is not valid, indeed ftp.ro.debian.org is under our
control, so in case of issue, we can very fast repoint this to a valid mirror
somewhere else.

The point of syncing from ftp.ro for romanian mirrors is to get updates very
fast, avoid overloading ftp.de, and still spreading the load of Romanian users
over several mirrors including yours.
