I successfully built boost1.46_1.46.1-5 using gcc version 4.5.2 (Debian 4.5.2-7) on hppa. Thus, the problem is not reproducible. I also note various builds of boost have been done since the original report.
Although the areas of binutils and gcc that determine the number of available stubs hasn't changed since the original report, it's difficult to determine what needs changing without a testcase.
