I don't really have that much to do with the BASS engine, but...

Actually, there is a mechanism in place for adjusting the subtitles. It's
mostly used for the control panel, but I did make a correction to the
German translation, based on a bug report. (I think Joey used to say that
you were 21 meters up in the air, rather than 120, or something like that,
but it's been a while...)

However, and this is by no means obvious, while there is only one audio
track there are actually two different sets of English subtitles in the
game: "English (GB)" and "English (US)". The GB subtitles for the "Mr.
Cool" scene are:

Foster:   How can I get out of the City?
Mr. Cool: Have you thought about DEFECATION?
Foster:   Don't you mean DEFECTION?
Mr. Cool: What? Isn't that what I SAID?
Foster:   I asked you about LEAVING the City...
          ...not BODILY PROCESSES.
Mr. Cool: You're not making SENSE!
          ...and anyway, you CAN'T leave the City.
          There's a RESTRICTION on travel.

The game is made by a British company, so the GB subtitles are probably the
ones that are closest to the recorded voices. Apparently, in this case the
US subtitles were rewritten.
