I recommend that you only install perl 5.14 on development systems such as chroots or VMs, yes. You can install selected rebuilt packages (including libuuid-perl) against perl 5.14 by substuting 5.12 with 5.14 in http://people.debian.org/~dom/perl/test/perl-5.12.3-setup.txt.asc (sorry, I haven't yet completed the setup for this) and this should give you a working system, with the above caveats. I should have included a pointer to <http://perldoc.perl.org/perldelta.html#Incompatible-Changes> in the initial bug report which may give you some clues for a fix for this issue.
