To what is your LANGUAGE variable set? If it has something like "nb_NO.UTF-8;nb_NO:nb:no_NO:no:nn_NO:nn:da:sv:en", this is indeed expected when something is not translated to Norwegian (neither Bokmål nor Nynorsk) but has a Swedish translation. Norwegian is indeed one of the very few languages for which alternative languages are still set by Debian Installer (namely Danish and Swedish as you can see above). IIRC, we kept this on suggestion from the Norwegian translators.
