c-s provides the "keyboard-configuration" package. "dpkg-reconfigure keyboard-configuration" apparently offers the option to use a Dvorak keymap (sorry, I didn't test that up to the end of the process as I'm not mad enough to break my currently working keymap and set it to a funky unusable thing...:-))
