It looks like packages.debian.org is not up-to-date.  It shows details 
(and the filelist of) -4 but links to -8.

1.14.0-8 has all the files  and isn't broken anymore.  1.14.0-4 didn't 
have them.  The changelog for -7 says
* Explicitely B-D on libav-dev files

Maybe that fixed this?

So sid is fixed now, but squeeze is still broken and missing the sos.
