After doing some experimenting, it would seem that PADL's pam_ldap also doesn't support this and it seems that it isn't handled by the OpenLDAP client library (it only seems to support chasing referrals across searches). If this is correct, it means that referral-chasing needs to be implemented in nslcd for the password modification request.
