The documentation does not specify that placing the path of a file that fails
the require rubygems test in debian/require-rubygems.overrides will exempt this
file from the test.

Under certain circumstances, other software may interact with rubygems if it is
installed, such as collecting information about its installation. In these cases
one may want to exempt this functionality from the test without disabling the
test entirely
