python-all-dev will pull in all supported python versions, but canto only uses the default version. If you change the build-depends to python-dev, it will build a little faster.
FWIW, just changing python-all-dev to python-dev (without other source changes) will also make it FTBFS in some non-minimal environments, thanks to stupidity of python_distutils.pm.
