Oh dear, please don't. I strongly object to this change. (I always thought that transient 0-day NMU policy are counter-productive, but making it permanent is just plain wrong.)

What's the purpose? The current NMU rules are already extremely liberal.

What does it mean "without maintainer activity"? Does it mean that if the maintainer is working on a fix, he needs to periodically ping the bug log to protect himself from NMUers?
