Hello,

I upgraded yesterday to systemd-25 and the matching udev version , and
faced a similar issue.
System boot hangs at random points, if I allow it 3 minutes it drops
me to an emergency shell reporting that
cryptdisk target timed out.

In the emergency shell I can see that the root is unlocked and mounted
fine and I can mount the rest of the partitions just fine.

I had to downgrade to get a usable system, please tell me if you need
any specific information and I can try an upgrade again.
