Thanks for the info, Daniel, that was very useful! This bug was breaking my nerves because I could not reproduce it at all. I recently upgraded dictionaries-common 0.9.2 to 0.10.6 in a real box with no problems and also tried, with wamerican and wbritish installed to reproduce the problem when upgrading dictionaries-common from 0.98.12 to 1.10.6 through all intermediate versions (1.5.17 1.9.0 1.9.1 1.9.2 1.9.3 1.10.0 1.10.1 1.10.2 1.10.3 1.10.4 1.10.5) with no sucess at all, everything went fine. > debconf: delaying package configuration, since apt-utils is not installed At least in your case, this is the actual problem. Agreed. I have just uploaded a package that should fix this by delaying defaults setting until actual ispell dictionaries/wordlists are configured. Hope this fixes the problem, although in some of the other cases I am still not completely sure that this was the problem and there was no debconf database corruption. Will wait for more feedback from contributors and reopen bug report if needed.
