Thanks for the info, This seems the same problem as #621913. Merging both bug reports. Please check if apt-utils is installed at your site. I have just uploaded a new package that should work around missing apt-utils and thus fix the problem. If is installed, please follow directions in "/usr/share/doc/dictionaries-common/README.problems" and provide additional info. If you send further info, please keep cc'ing #621913, so everything gets stored there.
