upgrading to the latest digikam today showed me a strange album collections which missing album pictures and several broken previews in the albums. Installing libdigikam-dev fixes that and all albums have preview images again and also no more console warnings are shown. So I assume digikam needs some stuff from the -dev package and therefore should depend on it or at least recommend it.
