The submitter said 'fresh install' and the conffile isn't maintained by dpkg but created later on at runtime of synaptic. At least that is how it is in unstable/testing version 0.75.1. But looking at the changelog version 0.75 states: * make sure /etc/apt/apt.conf.d/99synaptic is mode 644 (LP: #637157) So it indeed a bug fixed in unstable and (still) open in stable.
