Automated Q/A build of current Debian unstable resolved that
installation of ekeyd fails inside a chroot, with "set -x" manually
put into the postinst script the reason is obvious:

Setting up ekeyd (1.1.3-3.1) ...
+ test -x /sbin/udevcontrol
+ test -x /sbin/udevadm
+ udevadm control --reload-rules
+ udevadm control --reload_rules
dpkg: error processing ekeyd (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 ekeyd

Please do not run udev actions when running inside a chroot (or at
least do not error out with an error and without any error message).
I tend to call this an RC bug, but leaving this to the maintainer.
